Has any body faced this type of issue?

I delayed my I-94 extention. Due to this paid penalty of 1000$ in Aug 2002.Mean time my GC was in process..... got my EAD card in sep 02.
Now that i have EAD card can i apply for SSN ? I am on L2 visa, dependent visa.
