Pls Help J-1 to H-1

Hello,

I am an Indian citizen. I completed MS degree in may 2005 from a Thailand university (In academic partnership with three US Universities). Currently I am on a J-1 Research Scholar visa (which will expire on 31 march 2007) at a US university. I am now in a process of getting 2 year HRR waiver which i suppose to get it by the end of 2005.
I have the following questions regarding the H1-B visa:

1) Can I change my status to H1B? If Yes, then What will be the best time to apply for H1B and Can I do that while staying in US?
2) Do I come under the category of MS graduates from US universities as my degree is from Thailand university but it has academic partnership with three US universities.

YES Y 2006 quota is almost exhausted , if you are not applying now you can apply Apr 2006 and start working Oct 2006 in 2007 Quota only.
2) Do I come under the category of MS graduates from US universities as my degree is from Thailand university but it has academic partnership with three US universities.

Though partnership if the degree is awarded by Thailand University, you may not eligible come under 20000 US MS graduate quota. Regards

A company is sponsoring me for H1B for 2006 quota. The problem is that my J-1 waiver application is still in process and will take atleast 3-4 months. Do u think I can still apply for H1B and can submit the HRR waiver next year.

Y 2006 quota definitely get exhausted within 2-3 months. Since you are not eligible to consume 20000 US MS quota, you can only apply APr 2006 for Y 2007 quota and can start working from 1 Oct 2006. Until then you have to maitain your staus in J1 or F1 to continue to stay in US
 
If I got interviewed and offered Job in any company before april 2006 then only the company can apply H1B on my behalf for 2007 quota and I can start working from oct 2006 . That mean in order to come under 2007 quota I have to secure job before april 2006.
Pls tell me if I am worng in interpreting you.

That is earliest. You can apply your H1 from Apr 2006 to Sep 2006. If you get job offer during this period, OK.
