My MIL's visa got approved on 4th attempt.
From what I understand from guidelines is one should retry only if the applicants situations have changed. My Mils' visa was rejected thrice in 2004 (reason 214B), was sponsored by other son in law and reason stated was to help daughters delivery and tourism. All the three attempts were in short span, they dint even look at the documents and rejected.

Q. Is a denial under Section 214(b) permanent?
A. No, a consular officer will reconsider a case if an applicant can show further convincing evidence of ties outside the U.S. All the applicant need do is reapply for a nonimmigrant visa and bring the new evidence to the visa interview. Unfortunately, some applicants will not qualify for a nonimmigrant visa, regardless of how many times they reapply, until their personal, professional, and financial circumstances change considerably.
This time I sponsored with all proper documents with an iternary for tourism purposes, also my Father In law and mother in law appeared together for visa interview. Basic questions were asked and visa was granted.
The changes in their situation were, they crossed 50 years of age after 2004
This time I was the sponsorer with strong financial affidavit of support.
Proper documentations with itenary and nice presentation with strong ties to India(carry property papers, ongoing profession and unmarried son to take care off, this convinced them they will return to India which is true).
