pls help: case denied

My wife, USC, petioned her brother 5 years ago. USCIS denied her pertition coz she failed to respond to the RFE, which was sent to her old address and she never got it. We decided to file a motion to re-open. My question is that if we succeed in the motion filing, is that PD the same as the initial filed or the one when the case is re-opened?

Pls advice.

It is only logical to have the initial PD for the case if you prove that you never received the RFE. Otherwise what's the point of that motion? To save the application fee? I don't think so...

You can never save the application fee when you file the re-open motion. You will pay $385 for the motion fee. Who cares as long as the PD is the initial one.

OK, then there is really no other point to that motion but to keep the original PD.
