Let us collect 3 differnt dates
(1) First FP date
(2) Possible date when FBI sent results to USCIS, for some people it is over 6 months. This date is very important to identify expiry clock start.
(3) 2nd FP date.
A statistics of this may show some information on the clock tick start of FP expiry...

Recieved by USCIS 2002-10-31
2nd FP 2004-04-20 recieved by USCIS same day

1st FP Done 2002-11-21 (retake due to not clear of 2002-10-28)

I would also like to add RFE date (issue date), whether it is before 2nd FP or after 2nd FP. In that case we can find an estimate, when RFE to be issued, in case 2nd FP is done( e.g Jun,Jul,Aug '02 cases) or if there is any chance of 2nd FP to be issued, if RFE is replied and 2nd FP is not done (Oct,NOv,Dec '02 cases).

Adding RFE date is good too..., I did not think about it since, we did not recieve RFE till date..., expecting not to recieve any RFE, my 7th year H1 was approved recently.

Here are my dates:

First FP date: 1/23/2003 (for self and spouse)
FBI sent results on: 1/28/2003 (I know this because I called FBI back in Sugust 2003 to find out)
FP Results Received update made on online status message on: 8/28/2003 (After submitting a address change - Change was only on my message, not on spouse's)
15 months expired 4/23/2004 (or 4/28/2004, if you consider the date on which FBI sent thier results)

Awaiting FP2

FP1: mid Jan 2003.
Did not check with FBI as to when they sent the results.
When address change was done, message changed indicating USCIS received results on 7/92003

Sent AR-11 in August 2003. No changes in the message...the same blah.. blah...

FP1 8/2002 (self and spouse)

3rd EAD ND 3/16/04 triggered message change to On July 9th 2003 we received prints ..." This may also have been caused by address change. I filed AR11 last week of march.

FP2 for self 6/25/2004. No notice for FP2 for spouse.

Online date hasn't changed even though the fingerpint notice has been sent which would mean that there was no processing done. The last date it shows on the status page is 3/31/04 which must be based on my AR11 filing

If both of them have been recieved on 07/09/2003, then why did only one of yours got expired? Is 07/09/2003 a date that some software got updated with a bug in dates??? OR is it true that FP expiry clock tick starts from FP done date. if so, theyn GRCA's FP should have been expired.
Breaking my head...., no conclusion yet...
Need more FP data...

skjun02's wife's information is also interesting and , in fact as per that, message of July 9 is irrelevant.
As per this I may see FP2 soon.

I doubt in both these cases FPreceived date is, what showing on BCIS website, is the date BCIS is considering for FP expiry, even in my case it is showing 07/09/2003. But I am sure FBI sent back the results on same date (08/22/2002) and my 2nd FP notice is sent on 03/25/2004

It could be, on that date BCIS updated at once for all the FP done earlier.
My feeling is FP exipiry clocks starts with FP done date + 15 months +[1-4 month].
In this case GRCA could be approved, if he already sent his RFE reply.
or worst case BCIS might send him 2nd FP notice after receipt of RFE.
