I have family friend. Her husband sponsored her with teenage kids before 7 years. Recently they migrated to USA after 7 years of waiting time. After 15 days in USA her husband denied to support them and ask them to go back to India. He does not care about his own family.

What are options for her and her kids Can she filed case against her husband?

Please read the Part 8. Sponsor's Contract in I-864. That should help.
 
Are the kids 18 or older now? If yes, he's not obligated to support them under state child support laws, but they may be able to get support based on the I-864. He can kick them out of the house if they're 18 or older, but he'd still be obligated to support them at 125% of the poverty line.
 
When the newly arrived aliens apply for aid, the state or local agency will contact USCIS through the SAVE Program and the I-864 sponsor will be identified. The government will go after him for reimbursement. They can confiscate his tax refund and garnish wages or even place a lien on his property or confiscate it or freeze and/or confiscate assets.
