Please Help

I need to file my 4th EAD but I am confused WHERE to file:

Here is the scenario:

1. I initially filed my 485 was filed in Vermont(concurrently)
2. I also field at Vermont SC for my last 3 EADs and received approval. They were c(9) category
3. My file is now transferred to Fairfax local office. I was interviewed but it is pending in local office of Name check

I am not sure where to file, From the instruction I am not clear where I need to send the application. VERMONT? FAIRFAX? TEXAS?
