If I do not have a SSN, at what point, am I supposed to apply for a SSN?
If I have one, can I apply for another one at that time?
Sorry for complicated question but I am thinking about when is better to apply for a SSN.
If you have any idea, please answer my question.
Thanks in advance.

You can apply an SSN at your local social security office only if you are eligible of getting one. Nowadays, aliens in most visa status that do not allow to work are hard to get one now. It used to be very easy before 5 years ago, even a B1/B2 tourist could get one then.
You can only have one number by current law unless you are a victim of identity crimes. So what is you visa status now? I-485 pending with EAD CAN get an SSN.

If you are looking to get a SSN card simply to file taxes you do not need an SSN card, all you need is a TIN (Tax Payer Identification Number) which you can get from the IRS office.
SSN Cards are beneficial for other purposes, such as Social Security where you put in the money now and get it later on retirement upon successfully completing certain criteria
