Please help : Review of Senior Immigration Officer : What does it mean?

I have attended the immigration interview at NYC in September/2001(medical: June/2001) and submitted the landing fee on the same day as per advice of my visa officer. It seemed to me that she was satisfied with my interview. However, due to not receiving my landing paper yet, I wrote a letter to the consulate asking them about the status. Yesterday I got a response from the consulate as follows:

"Further processing of your immigration application requires the following pending document and/or information to be submitted to the above listed office as soon as possible :

OTHER: Your file was forwarded to a Senior Immigration Officer for his review."

This letter totally confused me and I am now very much worried about fate of my LP. Could anybody of this forum please explain me what does this letter mean. Is it a routine process for everybody, or it has any negative implications? I have heard that the visa officer who take the interview is the major decisive person for granting a visa, so what is the role of a senior immigration officer in case of immigration processing? What factors he might consider while he reviews.

Moreover name of any specific pending document/informatin to be send by me was not mentioned in that letter, i.e. that space was blank. Does it mean that it is a pre-formatted letter which the consulate usually send while anybody ask about his visa processing status.

Shahryar,
After re-reading your post, I believe that your application is still in process. Your documents seem to be complete, as that space was left blank.
Give it another week or two, then call them instead of writing. Remember that you have to call NY, and not Buffalo anymore as your application was transferred to NYC for processing.

Consulate does not answer about specific case by phone

Thank you Texas. But whenever I tried to reach NYC by phone for asking them about my application status, they politely advised me to write a letter to consulate since they do not answer about any specific case by phone. Thats why I wrote that letter to them.

Shahryar,
Just wait for a week or two and call them. If they ask you to write, write them and explain in your letter that you are not sure what the letter meant.
But I believe your case is still in process. It usually takes a few months to get your landing papers from the interview date. Your documents seem to be all completed.
Sit tight for a few more....good luck and keep us posted.
How come your interview was not waived? Do you have family in Canada or were your points less than intended for immigration?
