Please Help Me!!!!!!!!

I am a GC holder, applied I-130 for my husband and got letter from INS. The receive date and Notice date both of them are sep 27,2002. Currently, INS
is processing case with notice date of Jan 1st, 2005. Then I called INS and soon I got a letter saying

"This is to notify you that we have transferred the application or petition to the INS office at california Service Center". This letter has new notice date of Mar 24th,2006. Now I am confused. I don't know why the notice date is changed. What is should I follow. Is there any way my husband can come and stay with me? I got my green card in 1996. It is really diffcult for me as a pregnant woman live without support. Any suggesstions would be greatly appreciated.

Make an INFOPASS and check that out. But the receipt date is the same one?
