Please help me for Visa extension

Please help me. My H1B will expire on Nov. 04, 2002. Now I am thinking to ask extension.
1. Can I file I129?? Now? If too early, when can I file?
2. If I get approval (before current visa expire) can I apply new visa stamp any time? Or must wait until after Nov. 04, 2002?
Please give me answers.

You cannot apply prior to six months of your current visa validity. Offcourse if this is a transfer from compnay A to B,you can apply anytime. Once your get your extension, you will need the stamping only if you travel outside the US, after the expiration of your current visa.
