Please help: H1B visa revaildation in Halifax, Canada

I got my first H1B visa in China and was given for 3 monthes. Now I want to renew it and made an appointment in Halifax, Canada. I am a PR of Canada from Calgary, but have been study and work in US since 2.5 years ago. I saw there is a rule for halifax as following:

The U.S. Consulate in Halifax only issues employment based (“H”,
“L”, “O”, “P”, “Q”, and “R”) visas for residents of our Consular
district and for state-side revalidations

As my situation, can I go to halifax for visa renew? What is state-side revalidations?
 
The consular jurisdiction rule applies only you are a resident of Canada. Since you are living and working in the U.S. - I think you are eligible for visa stamping at the consulate of your choice.
