Please help Gc holder wishes to marry non citizen

i am a GC holder who wishes to marry a non citizen. I checked that US law says wait for 5 years for spouse F2A or until i get my citizenship to file for her to get her GC under 1st category.. My citizenship requires 4.5 years.
What can be done regarding this case?
Totally speechless,
how can a country so great and free be so cruel regarding this law?

The law doesn't say she must wait 5 years for F2A, the law mandates no waiting time - it's just that the category is oversubscribed; too many spouses, not enough visas.

yes that wht i meant as per usual waiting times based on Visa bulletin.. I see some comotion with I-485 adjustment of status.. If shes already in the US on a valid visa and i am filing a petition for her. Is it possible for me to file the petition and I-485 together or seperately to get her legal status based on my GC or should she stay on her own visa status?

She cannot file an I-485 until her PD is current.
