I am trying to compose my photo and can someone please tell me if it matters if the photo has red eye. It's not really even noticeable, but it is does have red eye. Thank you ;)

Technically, you're not allowed to digitally alter the photo, though I don't know if they'd pick up a red eye fixer.
Why don't you just take the photo again?

That is correct, although I can't think of an easy way to take an exact 600x600 pixels photo without digital cropping. My guess is that digital alteration beyond cropping is frowned upon, but will be overlooked as long as it doesn't considerably change the color and the proportion. I think they feed the pictures into a facial recognition software that relies mostly on proportions (distance between eyes, between lips and eyes, etc.). Driver's license photos over here are fed into a similar software to prevent duplicate entries. If the photo gets stretched then the facial recognition value would be off.

The best thing to do would be to retake the picture with bright natural or room lighting, without using flash.

The wording is as follows, so cropping wouldn't count as 'enhancement' -

"Digital enhancement or other alterations or retouching are not permitted."

- but if there is any way they can pick this up they might for example think he's altered his eye color. Not worth the risk IMO when it's easy enough to take another photo.

Good catch - I shouldn't have suggested that.

Q:Can I remove the red-eye from my photo?
a:It is acceptable to use the red-eye reduction option on your digital camera when you are taking the photo. However, you cannot use any photo editing tool to digitally remove the red-eye from your photo. In general, you are not allowed to digitally enhance or alter the photo to change your appearance in any way.
