I recommend everyone to send the petition to your three local Congressional offices phisically such as Fax or USPS Mail.
As Edition already mentioned,
The Honorable Senators and The Honorable House of Representatives give high priority to the messages received from the constituents of their state or district.
You should receive written letters from Congressional members within a month.

We have to have at least one Congressional member to introduce a bill and several ones for co-sponsers to amend the INA.

Good point, but let us understand this. Congressmen get 1000+ mails everyday, and some are opened by the staff members who might not even forward it to the congressperson. We have not even received many replies for all the emails and petitions we sent.
I think we should seriously consider lobbying groups for attention.

Dear Ms. Yardum-Hunter,

Thank you for contacting me regarding raising the cap for the number of visas under the H-1B program. It's
always a pleasure to hear from you. I have grave concerns regarding increasing H-1B visas. However, I reluctantly
voted for the "House-Senate" compromise bill, which passed in the House of Representatives.

Though the figures used are in dispute, it appears that at this time there is no other alternative to ensuring that the
short-term shortage of high skilled workers will be filled through the domestic labor market alone. I would have
preferred that offsets be found from other visa categories and a permanent worker identification program be
included. However, there is a serious concern that our local economy will suffer if this problem is not addressed
now. I've shared these same concerns with the House leadership and the Judiciary Committee and fought to the
end to include these provisions in the bill.

I was pleased that the increases will only take place for three years, and I was able to receive some assurance that
my employee verification issue will be dealt with separately next year. Rest assured, I will continue to work with
local industry and education leaders to find solutions in ensuring that any future labor shortages can be filled with
American workers, including stronger retraining programs for workers and more effective incentives to encourage
students to follow a career in the high tech industry.

Specifically, the agreement provides 10,000 scholarships a year and mentoring programs for low-income students in
math, engineering, and computer science through the National Science Foundation, and training for thousands of
Americans through the Jobs Partnership Act. Through fees charged to applicants applying for the H-1B visas, over
$75 million should be available to fund these scholarship and training programs. With respect to immigration
concerns, as I've always done, I will work closely with my colleagues in Congress to pass legislation which will
address the two main magnets for illegal immigrants to enter the U.S. - employment and birthright citizenship for
their children. Establishing a permanent worker identification program and reforming our citizenship laws (as I've
done in H.R. 7) are solutions to this crisis. This proposal is awaiting Senate action. To date, Senator Tom Harkin
from Iowa has placed a hold on this legislation. Until he removes this hold, the Senate will be unable to consider the
legislation, and effectively kill the measure. However, the Administration and proponents of increasing the H-1B
visas are negotiating to include the compromise language in the Omnibus Appropriations bill.

Cinta, Edison ,kashmir, Yjay, dsatish and dengdeng have all done a great job on their part trying to contact the media. I am not suggesting that we should in any way diminish our efforts in that direction. However the only point I was making was trying to actively lobby a group for our cause (immi + naturalization). When we talked to the congressmen for our I-485 cases, we might have all received a reply but not many have been acted upon. We have not even collected 3000 signatures this far. On Sulekha I have seen some petitions related to immigration pick 16000+ signatures in a month.
No one is saying that this was not the right thing to do. However it all depends on how much we are prepared to wait.
Anyway this is a decision that you guys make. Hopefully naturalization will improve its speed too.

Initially even I thought of hosting the petition at Sulekha but after seeing some invalid signatures I lost interest. Just take a look at recent signatures for H1B petition at Sulekha, then let me know about hosting our petition at Sulekha.

Invalid signatures(<2-3%) show that people are at least looking at that petition.
Leaders should be visionaries also. People depend on their ideas, and they should feel responsible for them. Being critical of one's own action does not mean a failure but a willingness to succeed. I agree that immigrationportal.com is really getting the fame by our actions and Rajiv has been so helpful to us, but are we getting our action's worth ? Think about it.
If something does not work, for a long time, the strategy needs to be changed.
 
Extra Impact - Hand Delivered to Congressional Office

I used http//www.congress.org Extra Impact service to hand deliver(by western union) our petition to my local Congresssional Office. It's paid service, just nominal fee of $10 for 3 mails.

Our petition was hand delivered to following offices:
Representative Joseph Knollenberg (R-MI 9th)
Senator Carl Levin (D-MI)
Senator Debbie Stabenow(D-MI)
 
I also used EXTRA IMPACT facility and sent I-485 backlog petition to kentaucky legislators today.

I remember Sai-2367 mentioned that hosting our petition at
Sulekha.com would be a parallel effort. Why don't we go for it?
After we collect say more than 10, 000 signature we need to deliver the petition (with 400 pages of signature attached) to targeted members of the congress.

At the mean time let's continue to encourage people to fax, mail, or hand-deliver our petition with/without signature to their local members.

I have sent 10 e-mails during the past three years to the white house email address posted above, regarding this issue of the backlog. I have never received any response, except for the automatic response of the email service.
In my notes i had specified details, such as the amount of taxes I have paid each of the years I have been here (so far, 5 years--though I have not written anything in the past two, as I have given up on the white house or anything related to complaints).
I have read that some attorneys are threatening bcis with lawsuits regarding specific cases, based on something called 28 USC 1361, the Mandamus Act.
I read it on another website visalaw.com
I do not know if it is true.
They say
"While mandamus actions are not useful in every case, they are appropriate where a plaintiff's claim is clear and certain and the duty of an INS officer is ministerial and so clear as to be free from doubt. The best cases will be those where the plaintiff's case has been pending much longer than normal. "

However, I do not want to do this. I want to sue based on the fact that I believe the INS behaves fraudulently. Aside backlogs, they just deliberately and negligently do not process certain cases. Work permits being one of them, as it has to do with necessity.

Also, I recommend to visit your representative's district office which should be close to your home.
