Please comment on new h1 extention law

Can someone please comment on teh new law which requires you to travel back to your country inorder to get the H1 extension. Does that mean for your 7th year extension one has to travel back to his/ her country? Please also verify that this law is indeed correct as i heard about it from someone.

----- you dont go to your country to get H1 extension it is filed with USCIS when you are in US and in valid status

--- if 7th year H1 is filed with USCIS and it gets approved AND it has your I-94 attached and extended then NO need to go out or get Visa stamp, you can remain and can work in US till your new I-94 that will be attached with 7th year H1 approval notice
Please also verify that this law is indeed correct as i heard about it from someone.
