Please Clarify IR1 vs FamilySponsored-1

IR1 has unlimited visas and has like 1 year processing time but Family-1 is limited and backlogged is on the visa bulletin and has a processing time of like 6 years.

What’s the difference between these?

Is IR1 sponsored by a citizen vs Family-1 sponsored by a permanent resident?
