Please anyone who has info about this situation

A friend of mine is planning to convert from a H4 to a F1 status. She was told that she has to leave the country and get her visa stamped in the country of origin and then has to come back for studies. Is this true? and further she was told that this is change in light of the 09/11 happenings.Anyone who has info in this regard please....please post. Any info is greatly appreciated.

Not necessary in general to leave the country and re-enter in order to change status to F1. It can be done from within the US if you are maintaining a valid status like H4. But her individual case could be different and it is possible that she has to leave and re-enter.

She is in valid status since she came into this country. I guess she does not have to leave.:)
 
She doesnt need to leave, tell her to apply thru school to change of status, and after she gets the F1 status she can continue her studies, and if she is going out of country then she needs to get stamped her F1 on the passport, that is a risk procedure now a days, if she can complete that studies and change to another then it will be good enough.
 
But be careful

When your friend applies for change of status, be sure you provide INS with each and every paper your have which tells that she is taking classes or will be taking classes. For my wife's case VSC asked for:
Original class schedule
Original course descriptions
Proof of fee paymennt
At least 4 bank staments of the account which will be used to pay the fee
Proof that you will return to your home country after your studies
Entry stamp on passport (Don't confuse this with visa stamp)
and other obvious stuff like I-20, Passport etc

and, does INS still aprove F1 of a commmunity college nowdays?

Proof of returning back according to my attorney are:
Property in your name back home
Bank accounts
Valid Driver's Licence
Voter's Card
Anything else that tells INS that your connection with your home country is still live.

I am not sure about F-1 approvals of community college. My wife's case is still with INS but her I-20 is from a university, though she is taking courses at comm college because of an alliance.
