I just received my NL for DV 2011, and it appears that I have an early case number ( under 10 000) I m from africa. I wonder if Im still on time to begin the process.

And yes you can! Just do the process begin as soon as possible. One month is enough for the processing I guess!

If I am not mistaken, you are just receiving your 1st NL. You have enough time to do the processing (dv 2011 ends on september 2011.) . Start sending your forms and becareful not to make mistakes when you fill the forms. Good luck.
 
By the way, when is the Interview date? Be sure, you have the Police Clearance Certificate at the first place, on the other hand Passport can be done in urgent notice if you don't have one right now! It appears, PCC is lengthy process unless you spent some money! Though I don't know about Africa's Police nature! One of my friend rejected for not showing PCC at the interview in time. So, please try to collect the PCC first!

Is it 1st NL? Oops I thought 2nd one cause at this time, everyone is looking for the 2nd NL, so do I, whatever, doesn't matter, you start the process, it's very simple, after filled out the form send by FedEx/DHL/UPS, that'd take at most 2days! So, don't worry!
 
Thanks everyone, The letter I have now is the first NL. Is it possible for me to use the address of my cousin in U.S to receive my second NL? The reason why I would do this is because the regular mail is taken too long to reach me in Africa and if my cousin receive the 2nd NL in USA he can send it to by UPS, DHL, or FEDEX.

Yes it is possible to change your address. In form DSP-122, you have to fill the address in USA and the 2nd NL will be sent there. Good luck.
