Hi all
I have a question.
If I didn't get a J1 waiver and stayed out of status after my visa expires, then after two years will the new law of immigration be applicable to me?
can any one answer me?

What new law of immigration? Are you talking about the recent Senate bill? A similar bill has yet to pass the House, so there is no new law. It is even doubtful that the House would pass a similar bill. In any case, I doubt that any new law would have any impact on those who do not fulfill the 2-year HRR. Your only option is to get a waiver (have you exhausted your options?) or fulfill the requirement.
 
you can get barred from re-entry

If you stay out of status and accrue unlawful presence in the U.S. more than 180 days, you will be barred from re-entry to the U.S. with any type of visa for three years. If you go significantly beyond 180 days, then you will face the threat of being barred from re-entry to the U.S. for 10 years.
