Please advise: USCIS not forwarded approved petition to the Department of State for validation

My H1B visa extension I-129 was approved on December 22, 2010 and my passport has been at the embassy for more than 3 weeks. Finally the embassy states "Regrettably, the USCIS Vermont office where your I-129 petition was approved has not forwarded the approved petition to the Department of State for validation. This process continues to place your application on hold. You might want to contact the USCIS office to expeditiously forward the paperwork to the Department of State"

Does this happen often? Can I just call, explain the urgency and have them forward it asap to the Department of State. What does the DOS do after that? I would appreciate any advice. On verge of losing job due to this.

------------Let US employer or company lawyer contact USCIS. provide them copy of letter that you got from US consulate.

Do you have H1 approval notice and I-129(Petition) Certified Copy? did the US employer sent you Certified Petition Copy and H1 approval notice? what documents you submitted to US consulate for H1 Visa stamping?
