Please advice: what is the "security check"

FP is done and cleared by FBI 3 months ago (I called FBI and got confirmed).

However, BCIS started "the security check" only two months ago. So what is this check?? And how long it usually lasts?

Experts please comment

How do you know that USCIS(BCIS) started security check only two months ago?

Hopefully you are not from Iran,Iraq, Israel, Russia or from any terrorist designated nations, special registration countries and not working in nuclear fusion...

I printed them out and will read tonight.

I kept calling the senator's office recently (they were not willing to help me!) and at last, I said I want to speak with the Senator directly.

No they said, and they called VSC instead. This is how I knew VSC was working on my security check two months after the FP date.

The security check is performed by the FBI-it is not the same as the FP check.

The FBI looks for similarities between your name and birth date, and those of people on their watch lists. If you work in aerospace, nuclear industry, etc. the check will last up to 120 days.

VERY IMPORTANT: The security check as an excuse

BCIS LIES! If you ask the local BCIS why you don't have an interview, they'll tell you that the "security check" is pending. But if you inquire more closely through lawyer , you will find out that the sec. check was already performed (most are done in 72 hours). My sec. check came back about 3 months ago, but they lied to me, telling me that it is still pending, until 2 weeks ago. I applied for many renewals-more money for them.

The FBI is doing its job quite well, but of course, BCIS is moving slowly. I think they are actually creating backlogs and delaying the process, because their job was threatened by their leadership. They probably don't schedule you because THEY DON'T WANT TO , AND THEY WANT YOUR MONEY!!!

As far as I understand from the information you posted, the security check includes FP check (by FBI, done quickly) and name check.

About the name check, a poster says it takes just several minutes (lets say several days). an IBIS system is conveniently available in BCIS (you said this database is even available to 65,000 officers nation wide). So why does it take months in fact?

So I got confused very much how this security check comes to be the bottleneck. Can you please shed more lights on? Thanks.



p.s: after almost 2nd FP I contacted senator's office. They followed to BCIS, which said my security check started Aug 15. So I ask them what the hell the checks are they doing, since my FP was cleared months ago, they told me "other security check".

What you say is exactly against what I heard from FBI. On a phone conversation last week, FBI officers told they just work on FP, and the left security checks were done by BCIS.

How do you do "The security check is performed by the FBI"?

Also how did you know your security check came back 3 months ago?

where did you get that from?

Russia and some other countries (NUCLEAR POWERS) are on a sensitive technology LIST. That it why. It is not only TERRORIST LIST. (Russia, China, Israel, Pakistan, India,etc)

Name check is done by USCIS, through primarily two MAIN databases (IBIS, NIIS). These databases are (or supposed to be)connected through other secondary databases (like FBI's Crime Information database. Think of it as a tree structure and at the top is the IBIS check. These span several AGENCIES/DEPARTMENTS. latest report about DATABASE CONSOLIDATION is NOT COMPLETE.

Additionally, this may be used as an EXCUSE also for the delays.

Hmm.. I was under the impression that the "sensitive technolgies" check would apply mainly to those seeking entry to the USA as students and, possibly, temp. workers..

In fact, there's a separate immigration visa category available to scientists from the former USSR (or, should I say, "legacy USSR", akin to "legacy INS" :) ). It grants US permanent residency to Soviet researchers who have dealt with the same technologies as those listed above.. The sole (and quite noble) purpose of this program is to prevent "rogue regimes" from gaining access to the potentially deadly knowledge.

If you do not have a GC you are subject to the LIST also (depending on your company and JOB), as the State Department databases are being linked to the USCIS in one way or another. The fact that you/we are here does not mean a thing. It applies off course to VISA categories also, H1, L1, etc.
The scientists from ex-Soviet Union countries have a special visa but they experience delays because of this.
In any case, whatever you do you are subject to Export Control regulations (Dept. of State, Commerce, etc) whether you are trying to come here on a visa or you are here on a visa or EAD.

My lawyer did some more digging on my behalf (he has many contacts) at the local BCIS, and found out that the SECURITY CHECK OR THE NAME CHECK(to see what that is please read Cinta's postings) came back long ago. The FBI is now pretty good about their jobs and you should expect the results to come back within 120 days. The question that you don't find answered is : when did the BCIS SEND YOUR DATA TO THE FBI-so you know when you should start counting?

There is also the IBIS check (that is done in five minutes when you apply for, for example, the EAD at the local office) and the FP check.


1. The FP check wants to see whether your fingerprints have been in the FBI's database. If a fingerprint exists, that does not necessarily mean that it has a name associated with it.

2. The name check verifies whether your name appears on any "wanted" or "suspected" lists. They also verify your birth date against that of known suspects. They don't want to give you the GC if you've been associated with the bad guys.

As Cinta said, not all databases have been combined and that is why the IBIS check and the FBI Name check are different.
