Please Advice: filing new perm when Non-RiR is still pending in BEC to promote to EB2

Have a non-rir PD 03/2004 pending with D-BEC.
(has 4.5 yrs IT exp before joining this company)
Graduated with MBA in may 2006.
Can I file a perm case in EB2 and retain the old priority date ?

what is the best way to go about this ??

Any thots/hints/links apprecaiated.
