I heard from my friends that one gets the plastic card faster if stamping is done on days other than WEDNESDAYS ! He got the stamping done on a ThURSDAY and got his card in four weeks. Is this statement TRUE ?

One of my friend stamped on the same date at chicago got his card within 3 weeks! What i heard was some times local offices (in this case chicago) send form 551 to other service centers (in my case Nebraska) instead of VSC. I don\'t know what to do in this case!!!
