Planning to go to Mexico to apply for F1 visa.

Hi,
I want to go to Europe on summer for 3 weeks. I am planning to fly to Cancun, drive to Merida (where embassy is), apply for a F1 visa, and after two more days fly to London. I know that if I don’t get the visa, I will not be able to come back to USA and continue my studies, but my question is not quite about that. The cheapest air tickets from Cancun to London are connected in US cities, and I know that travelers still need a US transit visa for that. So if I don’t get F1 visa, will I be able to apply for a transit visa?
 
Since both visas are different you should be able to apply for a transit visa, since you will need it if you flight has a stop in any American city. According to them, sometimes you're eligible for one kind of visa but not for another.
I'm a student in the US but my visa expired and I was thinking about going to Mexico or Canada to apply for a new one. Do you know what the chances are to get it in any of those countries? I'm afraif of going there and being rejected and as a consequence not being able to continue my studies here.

Did you go to Merida for your Visa issue? I am exporing options to go to merida for H1b renewal
