Planning on Surrendering Green Card.

Hello Everyone,
I am a US citizen and sponsored my father. He received the green card and due to family situation he needs to go back and the time he might have to stay out of US is unknown.
In this situation:
Can I file for his green card later on (he is planning to surrender the green card at the US Embassy)?
What are the consequences that he might not even get a tourist visa?

As my understand, your father can apply for Re-Entry permit, so he can stay out of the US up to 2 years.
If he want to stay longer than 2 years, I am not sure if he can get another permit.
However, it's hard for him to get citizenship later by doing this.

What are the consequences that he might not even get a tourist visa?
Assuming he has no criminal record or other such problems of inadmissibility, he'll almost surely get the tourist visa if he applies for it at the same time as surrendering the green card.

But it might be better to get the 2-year reentry permit first before deciding to surrender the card, so he can come back to the US easily if the situation enables him to return in 2 years.
