pl. help! can i pay premium processing fees myself??

hi,

i am on an h1b visa and am interested in working part-time for another company, besides my full time job. i am under the impression that i can't start working part time until my 2nd h1b petition is approved. i had been told that h1b transfer (where you can start working for the new company as soon as you file for the transfer) is different from applying for 2nd multiple h1b visa.
my 2nd company is not very inclined to pay for the h1b premium processing fees. could anyone please tell me whether i can pay for the premium processing fees myself and claim it later as a job expense when i file my taxes.

You can pay it yourself, I am not sure whether it can be tax deducted or not. Most probably Not.
 
I just pay my company $1000 for the premium processing and make them make a check for $1000 in favor of BCIS
