In the past, USCIS and the Department of State were very haphazard in managing the priority dates. They'd go through periods where they get very few applications for adjustment of status or immigrant visas, so they move the dates forward a large amount to attract more applications, then they get a flood of applications and move the dates backwards by a large amount to stop the massive inflow.

But now they have gotten better at managing the numbers and date movements. They keep track of how many I-130 and I-140 applications out there have priority dates which are close to current, so they can move the dates by an appropriate amount, without too many or too few applications flowing in. If you look through the date movements for 2012 and so far in 2013, you'll see that nearly all of the movement is slow and steady and forward, not random back and forth.
