PIO versus OCI - Practical Viewpoint?

From a practical standpoint, which is more recognised in India? PIO or OCI?

1. Owning Property
2. Opening Bank Accounts
3. Inheritance
4. Doing Business in Partnership
5. Sole Proprietorship in India

I hear that the OCI laws in India are still being defined, but the PIO laws are more clear. Is that true?

From the above viewpoints which is more recognised in India?
