PIO Card from New York Consulate

Hi Guys,

I want to get PIO card for my son. I want to know if I need to send his and ours original passport or just the notarized copies of passport and notarized copies of required documents.

Copies should be good enough. Notarized is even better but not required. This is in Houston Consulate. I would guess NY should be the same. But you never know. I would call them.
