Photos "Recommended but not Required"?

Got my interview letter recently and was wondering if anyone knows why it says that the two photos are recommended but not required. Obviously I am going to take some with me but if they are optional, what are they used for?

In case they lost your other pictures or they didn't meet specifications for whatever reason. If they don't need your new set of pictures you can consider using them for your passport so the money doesn't go to waste

Personal experience: on the pictures I submitted in March I had some facial hair. I have shaed it since then. I'll take new pictures for the interview.
