Photo of baby for US passport

Are the photo requirements somewhat relaxed in any way for a new born infant when applying for US passport? Size of image from chin to top of head between 1 and 1 3/8 inches ? Eyes open?

Size remains the same, but eyes need not be open.
 
Thanks. Now, a friend of mine states that the newborn baby needs to be physically present at the post office where we apply. Is that true?

What documents from parents are needed? Just driver's license, or green cards? They just mention ID.
 
The baby and also both parents need to be physically present (or some notarized affidavit from the missing parent allowing permission for baby's passport to be issued) at the post office to apply for passport.

From what I remember, two forms of photo id's from the parents are needed - Your drivers licences, passports etc.

And of-course for the child you are sending his/her birth certificate along with the app form.
