My labor case was transferred from Atlnata to PBEC and has a PD of sept 2003. I checked my case status on DOL web site and it has been closed for some reason. The attorney says that 45 day letter was reponded in a timely manner. They are working on to reopen the case.....

I am pretty sure that the PBEC is clearing RIR cases with MS degrees first. The second wave of approval may have BS degree holders. Not sure, whats the difference in processing it makes, but its totally ridiculous.
I don't believe what you are saying is true. My friend who got approved from GA with a Feb 2004 PD has a BS degree only. However, I want to say the trend shows approvals for more RIR cases as opposed to Non-RIRs.

How did you get the Screen Shot? H1B 7th year Screen shot?
Generally "Final Review" means, yours in the queue of CO final review and approval.
But we have seen lot of cases in the "Final Review" for more than year. Even God can't understand this PBEC process flow.
