Petition letter for RFE

I saw the thread discussing compile and highlight the contents of recommendation letters in the petition letter for NIW originial submission. When you are replying a RFE, usually there are specific questions you should answer. For my RFE, USCIS only ask for opinions of independent reference, see http://www.immigrationportal.com/showthread.php?t=184251
Should I copy the question, then compile the contents of independent letters to show the exceptional ability, national interest, impact, and so on, or just list the letters after the question? Anyone have a RFE, please advise.
