Petition for Parents Overseas and Brother in US

I will be a US Citizen within a few months. So I have started thinking about the application to sponsor my parents overseas to US. The problem is that my brother, who is already 21, has been studying here in the US with the F-1 Visa for 2 years already and is in good status.
I have seen other families that were sponsored by their brothers and were able to bring their single children, who were already 24-25, with them. So now I don't know whether my brother will be eligible to be included in my application for my parents.

Even if he were under 21, he can't be included in your parents' applications, because parents belong to the Immediate Relative category, which can't have derivative beneficiaries.
