petition for brother

my brother is 18 years old and I am filing affidavit of support( I 864) for my parents for green card: i was initially told by many people that he cannot immgrate with my parents and a seperate petition I 131 should be filed for him.
I was looking through the instructions for filling I 864 and it says it is only for brothers and sisters of US citizens 21 and older:
I am confused: does that means that my brother can immigrate with my parents since he is less than 21 years of age: any input is appreciated.

From my understanding, I believe you will need to file a seperate I-130 for him. Since your parents fall under the immediate family catagory there is no backlog and no visa number wait time. You can file for them and your brother but your parents will most likely get their Green Cards before your brother. A citizen sponsoring a sibling can take from 10 to 15 years. When your parents recieve their Green Cards they can change the petition to PR sponsoring a child (2A or 2B). The wait time is still stressful but not as bad as the 10 to 15 year wait. The other option is to have him fall in love with a PR or US Citizen. Best of luck with everything.
