Persons holding Indian passports with 20 year validity - HELP!!

Saw a posting on the indian embassy on the web site. It advices that persons holding Indian passports with 20 year validity are advised to apply for a new 10 year validity passport by following requirements applicable for issue of new passport. The new passport will be issued gratis except for applicable mailing charges.
Is it compulsory. We are awaiting FP notice anytime now so do not want to send our passports.
Can someone please advice us on this ?

You don't need passport for FP. Normally drivers license is good enough.
 
In the past also somebody posted the same question. I have personally talked to Embassy of India in DC and NYC India consulate they have said that is only ADVICE, your 20 year passport is still valid, they informed that government of India or Ministry of external affairs Govt of India never said that 20 year passport is not valid. They posted advisory because some Indian citizen with 20-year passport was stopped at some US Canada border post and was asked how he had 20-year passport; he had to call up Indian embassy or nearest consulate to sort out the problem because most of the countries issue passport only for 10 years validity. Embassy has said they don’t have problem with 20-year passport and it is VALID others may create problems but if you want to avoid any problem they will give you new 10 year validly passport. They don’t have any issue but other countries create problems with 20-year validity passport and doubt if it is genuine passport. You can call up embassy and clear

This incident happened near San Antonio Texas. He was coming back to US after the getting H1B stamping in Mexico. He was arrested and kept in the jail for 2 months. Indian Consulate did not care initially then some kind pressure was brought on this consular officer. After that only these people started to reciprocate. This guy is from AP and he came here for his studies. They suspected that no country in world gives 20 years valid passport.
