Requested expedited interview based on death of caretaker of minor child(rejected November 2010)
Submitted DS-230 and Affidavit of support November 2010, completed application 01-11-2011
By this time application priority date had retrogressed.
Now paying for minor child to stay with family members.

You really need to get an attorney. If finances are an issue, check with Catholic Charities or Lutheran Relief; they assist with immigration issues.

I want to petition for my 19-year old daughter under F2A. Assuming that she turns 21 before her case becomes current - does she automatically become a F2B, and wait a few more years, or does she remain a F2A?

She would remain in F2A for at least a few months after turning 21, based on age adjustments of the Child Status Protection Act.

If you naturalize before she turns 21, the CSPA would keep her as an Immediate Relative even after she turns 21, provided she seeks to acquire an immigrant visa or adjustment of status within a year after you naturalize.
