ok a great question i think this is

u have a permanent address

then u moved to a temporary address which u never know how long u are going to be there........

u try to forward the mails from your permannet address to ur temporary address

well there is a problem.... USCIS mails never get to u since post office never forward it to u

I dont want to be stuck with district change (6 months holding of ur files)

the only option left ---- cancel the forwarding service of USPS

or tell ur relatives to send ur mail to you in bulk

but according to the law u are supposed to let USCIS know ur address change even permanent or temporary

anyone has any suggestion to add to solve my problem

I was under the impression that USPS would forward all mail when using a temporary forwarding address, unlike when you change address permanently. Maybe you should ask the counter staff for clarification?

If you have indeed moved permanently, you must inform USCIS because they are going to want to see your state-issued id at the start of the interview. The address on the id must remain inside the DO's district or else the IO has no jurisdiction and must immediately terminate the interview.
