PERM Vs RIR

I am a physician and have applied for LC , EB2- RIR , PD sept 2004. It cleared state and is now at BEC at Dallas. I am planning to refile via PERM, as my PD is recent and who knows when my labor is going to be okayed. I do not want to keep my original PD as PERM is very uncertain now. I am not sure if this is a good move or not. Will appreciate any opinion in this matter.

As you mentioned

The system is new, if you are not in a Hurry, I will suggest wait at least 45 days, and see how the system works.
The fact is as today, has not been any PERM Approved yet.(Profesional).
