PERM recruitment - at customer location or company location?

My company have only one office at Miami, FL. I am currently working at our customer location close to Seattle, WA. I will work at this location for at least two more years.

My attorney started the recruitment process (PWD, ads) in WA, not Florida.
Please advice, if it is correct to do recruitment process in state where the company have no offices/branches at all?
Or should we do recruitment at FL or on the country level?

Your future permanent position will be with your employer who is in Miami, FL.
Your customer is not going to sponser you. PERM does not care where the body is working now or which customer place now.
So your laywer must do recruitment effort only where your company located where they have state employer tax id. (Suppose next week another customer give higher rate in CA and your employer ask you to go CA, Will your attorney going to make another recruitment in CA?)

If you do not have branch office in WA, then you have to file from your HQ - which in your case is from FL.
