PERM Process?

I have been working in US since last one year on TN-1 visa, but now i am working on H1B visa. I have B.Sc degree (two years) and diploma in computer science (one year), i have 8 years of IT experience (software development) mostly in Canada and US. My question is, am i eligible to apply for LC using PERM process? would my Canadian Citizenship help me anyway in my proce
 
Yes, you can apply for a labor cert. The only thing that your Canadian citizenship will help is in that you don't fall into the retrogression category. Other than that, it'll take just as long as everyone elses application.

BTW, why are you passing on free healthcare? ;)
 
Not necessarily. It depends on country of birth not current citizenship.
