PERM newspaper ad tricky question

I work with company located in PA near border of PA and DE.
Its closer to Wilmington, DE (8-10 miles) than philadelphia ,PA(25-27 miles)

For PERM newspaper add , company wants to put ad in DE newspaper "News Journal" than "Philadelphia Enquirer" as first one is cheaper.

My concern is
1.company is in PA
2. Job is in PA
3. But we are putting ad in DE so not checking job market in PA but in DE.
so it may trigger a query.

Am I correct?

Employer's excuse:
We have many employees from DE
we can say that this is out std. recruiting procedure, we always put add DE newspaper not PA newspaper.

But I am not convinced and just want to make sure everything is correct

What should I do? Should I insist on putting ad in Phila. Enquirer only?

Usually I would say - match the location of the paper with where the job is locacted (makes the logic easier - PERM computer might see 'same state = no problem'). In your case you might consider the following
