PERM job description

As we all know PERM requires job advertising done in four different ways. My question is, does the job description has to be exactly the same with each other? It is very expensive to advertise on newpaper and once you are over the line limit they charge you a lot more extra. Can we make the Ad on newspaper shorter and put sth. like "for details go to www...../jobs.html" on it?

As regards the labor certification, we need to do the following:

1. Two Ads (either two Sunday ads in the Miami Herald or one Sunday ad in
the Miami Herald and one in a national journal such as the Wall Street
Journal. This will depend on whether the position requires a Bachelor's
Degree or a Master's Degree).

2. Posting with the State Unemployment Office in Miami for 30 days.

3. Posting at the place of employment for 10 business days.

In addition, applications for professional positions must include
documentation of at least three additional recruitment steps, out of a list
of ten possibilities:

1) Job fairs;
2) Employer's website;
3) Job search website (other than employer's website);
4) On-campus recruiting;
5) Trade or professional organizations;
6) Private employment firms;
7) Employee referral program;
8) Notice of the job opening at a campus placement office (if the job
requires a degree but no experience);
9) Local and ethnic newspapers; and
10) Radio and television advertisements.

The three additional steps must be different.

According to the poublished PERM regulation, my understanding is that the job description on the ETA 9089 form does to have to be exactly the same as in the newspaper ad. It can be very detailed in the ETA 9089 form and very brief and to the point in the newspaper ad (to save newspaper charges / cost). It has to be brief and clear enough to give the US applicants a sense of what kind of job they are going to be sending their resume for. Hope this helps! Thank you for your response. However what I am asking is whether the Ad on newspaper can be "shorter" than the one on job search website. Here is an example.

"ABC Inc in NYC is looking for a software engineer. Requirements: MS in Computer Science + 2 yrs exp. VB, C++, SQL Server....".

Instead of listing all the skills required for the job on the newspaper, which will cost you a lot of money (they charge you by the no. of lines), can we say sth. like "for details go to www.abc.com/jobs.html". This should be the same as listing all the skills. I've seen Ad like this but I am not sure if this is OK for PERM.
