PERM EB3 retrogression

It says EB3 has retrogression for certain nationalities. What does this mean? I'm under the impression that PERM promises to give applicant an answer, approval or rejection of LC, in a couple of months. Does retrogression mean that someone can't file I140 or 485 until the date is available?

If I will leave the current employer one year after filing for PERM, do I have to start all over again after leaving the company?

Once PERM is approved,
You can file I 140, but I 485 (adjustment of Stauts AOS ) from your H1 to PR can not be done until your priority date is current.

I've heard that after I140 pending 180, I can leave the current employer and continue the application with a new employer. Is that true? If I can't take it with me, I don't want to waste anyone's money or time to start filing right now. Thanks advance for any clarification.

Unless your I 140 is approved you can not move any where, in case of concurrent processing of I 140/485 and I 140 is definitely approvable you can take that risk after 180 days

If your I 140 is rejected, if you are in 7th year extn based on that LC, you can not stay in H1 after end of 7th yr extn
