PERM EB-2 education requirements

If the employer paid for the Master prior to filing PERM EB-2, can that MS degree be used for EB-2 PERM?

There is a question on PERM application if the employer paid any education or training to necessary to satisfy any of employer's job requirements?

Look at http://www.foreignlaborcert.doleta.gov/pdf/9089form.pdf page 6, question 22.

It's not clear if they are talking about after job availability or before.

A well educated candidate who has more certificates and diplomas with respect to the specific field of work will surely have an initial edge over the other candidates.
