PERM and F1

H1B 7yr extn rejected, currently on F1. Eligible for PERM?

I entered the US on a H1-B in Jun 98 and after my 6 year term on H1-B expired and I have obtained a F-1 status. My labor process is underway in RiR category.

I had to transfer to F-1 to stay in status as I couldnt apply for Labor in time. My H1-B extension was applied 2 months ago for the 7th year and was rejected yesterday and I'm wondering if I can apply for PERM under F1 status ??

you can apply LC under PERM.

An employer can conduct a PERM based GC process for you without you working for him or being in the US. If you are on F1 the restriction might be that you cannot file I-485 (change of status) and have to finalize the process through consular processing.
