People changing their mind ....

Do you know this kind of people? In the past years I used to see different posts of people who applied, won, but didn't wanted to leave anymore...
I was wondering if the number of people who changed their mind increased because of the crisis, or it decreased...
Are there more people applying for DV or less?
Since the numbers became current for all regions, I am inclined to think that the participation is low, or people changed their mind...or just more people don't qualify?

I don't see any chatter from the DV 09 European winners who are doing consular processing, why?

Less people who won are really going ahead with seeking the visas?, OR the chatter is in fact there, in their own native language forums elsewhere?

I'm just wondering!
