Pending EAD renewal and AC21

Hello Everyone,

My EAD expired in April , and I applied for 2nd EAD, is pending at NSC for 3 weeks now. And I my I-140 was approved in March and I-485 is pending for over 15 months. I am getting very good job offers and I donot if I can change jobs using AC21, without EAD ?

Any thoughts?

--- you are eligible for AC21, to join new employer you need valid EAD in hand
or
if you are still on H1 status then file H1 transfer through new company and join the new employer when you get H1 transfer filing reciept from USCIS
