Pelosi Message in Regards to STRIVE

I applaud today's introduction of the STRIVE Act of 2007. It is a significant step forward.


"It reflects a strong commitment by a bipartisan group of House Members toward realistic and comprehensive immigration reform. It provides an excellent framework for Congress and the President to begin work on the vital task of immigration reform, collaboratively and on a bipartisan basis. The President should embrace this framework.


"Our priorities on immigration reform are clear. Our first responsibility to the American people is their safety. We must secure our borders and enforce our laws, while also protecting against discrimination and adhering faithfully to the rule of law. At the same time, we must enact immigration reform that is humane and honors our American tradition of being a nation of immigrants and a land of opportunity for all.

One positive thing ..

Although its to early to start getting excited about the Strive act, it is a very positive delvelopment that the House has introduced this bill. As many of you will remember, last year it was the House that killed the CIR. At that time the House had chosen to push their version of so called immigration reform by pushing forward a bill that addressed border security issues first. This time around it is heartening to see that the House is going to introduce the immigration bill.

Again, its to early to predict what might happen but atleast the start is positive.

Please note that in the STRIVE bill, all work visa related reforms and increase in cap etc etc are contingent upon the secretary of department of home land security veryfing to the congress that all technology needed to secure the borders is in place. That in inself can take years.

I have not read the actual text and there may be some caveats that may lead to delays. However, the language in most bills is general enough whereby loopholes/solutions can be found.

Why people are so excited ? Based on what she said, I undestand that they want to build fence first as a first priority
 
Please note that in the STRIVE bill, all work visa related reforms and increase in cap etc etc are contingent upon the secretary of department of home land security veryfing to the congress that all technology needed to secure the borders is in place. That in inself can take years.
Certification requirements are only for Title IV - New worker program. No additional requirements for Title V - Visa reforms.
 
STRIVE will not pass into law. It contains too much and is too generous for both legal and illegal immigrants. Too many will find something to object to.

However, the fact that the House has passed this shows that they are now willing to look beyond simply a fence and increased border patrol (probably due to the Democrats now controlling the House, instead of the Republicans who controlled it at the time when they put forth the enforcement-only bill), and may be ready to work with the Senate to formulate something that has some benefits for people like us.
 
Their is no logic to immigration like there was no logic to WMD scare. It's a wave and the question is how many democrats and republicans stand for or against it.
The positive thing is that this is probably the only issue that both dems and reps agree on and would want to tackle before it is too late.
So let's wait for the wave. Logic and rules etc are negotiable; when things have to move they do....

Title IV for new guest workers, allows H2-c workers to self-petition after 5 years of work, plus citizenship.
all we get is some unused visa numbers and exemption from the visa cap. what about people stuck in DOL queues?

I should have written that the House introduced the STRIVE bill, not passed it.

where is it saying this?
It is not saying border security should be before visa reforms, but nor is it saying it will be implemented as soon as president signs it.

I'm not sure, but there is usually a time lag after prez signs a bill and its enactment.
